    Constructing female entrepreneurship policy in the UK : is the US a relevant benchmark?

    Successive UK governments have introduced a range of policy initiatives designed to encourage more women to start new firms. Underpinning these policies has been an explicit ambition for the UK to achieve similar participation rates as those in the US where it is widely reported that women own nearly half the stock of businesses. The data underlying these objectives are critically evaluated and it is argued that the definitions and measures of female enterprise used in the UK and the US restrict meaningful comparisons between the two. It is suggested that the expansion of female entrepreneurship in the US is historically and culturally specific to that country. UK policy goals should reflect the national socioeconomic context, while drawing upon good practice examples from a range of other countries. The paper concludes by discussing the economic and social viability of encouraging more women in the UK to enter self-employment without fully recognising the intensely competitive sectors in which they are often located

    Gender, age and the MBA: An analysis of extrinsic and intrinsic career benefits

    Against the background of an earlier UK study, this paper presents the findings of a Canadian based survey of career benefits from the MBA. Results indicate firstly that gender and age interact to influence perceptions of career outcomes (young men gain most in terms of extrinsic benefits of career change and pay), and secondly that both men and women gain intrinsic benefits from the MBA. However, intrinsic benefits vary by gender: men in the study were more likely to say they gained confidence from having a fuller skill set while women were more likely to say they gained confidence from feelings of self worth; men emphasised how they had learned to give up control while women argued that they had gained a ‘voice’ in the organization. The role of the MBA in career self- management and the acquisition of key skills are examined as well as the implications for the design of programmes in meeting the varied need of men and women in different age groups

    Effectiveness of work skills programmes for offenders with mental disorders: a systematic review

    Background: Academic literature and government initiatives have emphasised the importance of work as a means of improving health and reducing reoffending among offenders with mental disorders. Whilst a number of work skills programmes have shown promise for offenders more generally, evaluation of evidence for their effectiveness for those with a mental disorder is lacking, particularly in relation to improving employment outcomes. Aims: To assess the evidence on the effectiveness of work skills programmes for mentally disordered offenders. Method: A systematic review of the literature was conducted by searching the following databases: PsycINFO, CINAHL, Cochrane Library (Trials Register), Embase and Medline, using search terms which included Work Skills Programme*, Offend* and Mental*. Any empirical comparison study of work skills programmes was included in this review. The primary outcome was employment. Secondary outcomes included employment outcomes, reoffending, education, mental state, substance misuse, global functioning, quality of life, acceptability, leaving the study early and cost effectiveness or other economic outcomes. Results: Six articles met the inclusion criteria. Collectively they provided limited evidence that work skills programmes increase the likelihood of people with mental disorder who are offenders obtaining employment in the short term, but there are insufficient studies to determine the long-term impact of work skills programmes. Conclusions: There is modest evidence to support inclusion of specific work skills programmes in the treatment of offenders with mental disorder. Future studies should be of theoretically driven programmes, such as Individual Placement Support (IPS), use a standard set of relevant outcome measures and long enough follow-up for testing the effectiveness of any programme on engagement in competitive, paid employment as, even if skilled, offenders with mental disorder must constitute a hard to place group

    A Tale of Two Governments? Government Responses and Perceived Influence in the 2014 Protests in Bosnia and Herzegovina

    © The Author(s) (2018). Bosnia and Herzegovina (BiH) experienced an unprecedented wave of non-sectarian anti-government protests in 2014. Although the key motivating factors generally highlighted such as economic marginalization and poor governance were common throughout Bosnia and Herzegovina, the protests did not extend to all parts of the country. Notably, despite very similar initial conditions in the two jurisdictions of the country, the Federation of Bosnia and Herzegovina (FBiH) saw major unrest with a large number of participants in many locations while subsequent protest mobilization was much more limited in the Republic of Srpska (RS). We take advantage of the variation in the responses from the two governments in the same country to evaluate how observed and anticipated government responses can shape the willingness to join dissident activity. We argue that variation in government responses and its impact on perceptions on prospects for successful collective action can help account for the differences in mobilization across the two entities. We test our expectations using a new data set on protest events, participants and government responses in BiH from January to April 2014. Our findings are consistent with the argument that coherent repressive government policies tend to suppress mobilization, while mixes of repressive responses and concessions from the government can encourage further mobilization. The results for FBiH show clear variation in protest following changes in government behavior, and are consistent the claim that repressive responses likely suppressed mobilization in the RS.European Research Council and the Research Council of Norwa
